Cromwell's Commonwealth represented a formidable advance compared to the reign of King Charles which preceded it. The English reformers of the early 19th century also drew many of their ideas and language from the Levellers' mix of Christian teaching, religious and political dissent, social equality and democracy. The Levellers took from these texts the idea of man's relationship with God as a person-to-person relationship, neither needing nor requiring us to accept the intervention of an exclusive priestly class which claims a monopoly right to speak on behalf of the Almighty - still less of a king claiming a divine right to rule. The great majority of the rest, however, are occasional pieces, principally book reviews. … And so it will always be. The issues raised in the historic conflict between Charles I, resting his claim to govern Britain on the divine right of kings, and Parliament - representing, however imperfectly, a demand for the wider sharing of power - concerned the use and abuse of state power, the right of the governed to a say in their government, and the nature of political freedom. Readers in 1938 deserved and needed far more than the banal, undiscerning platitudes the author offered. As they read it, divine teaching expressly prohibited the domination of man by man. "For most of the propertied classes it was indeed a golden age," Hill writes. Of particular interest is the earliest piece reprinted here, Hill's first appearance in print, a hard-hitting review of H. A. L. Fisher's History of Europe. There are also glaring repetitions.

But Hill's coverage of his subject extends far beyond the 17th century. It may not make the impact of The World Turned Upside Down but this, after all, is a problem of Hill's own making. That particular excavation proved a lost cause, but 60 years on Christopher Hill is still digging. In the light of these divergences of perception and experience, provocative questions are pressed in this book about the making and enforcement of law and about the social variations experienced in accessing it and benefiting from its protection.

More specifically Hill's subject here is the self-reinforcing interconnections between law, liberty, property and Parliament and the alternative perceptions of the less wealthy majority. But it did not - and in terms of its historical and industrial development probably could not - adopt the principles that Lilburn, Overton Walwyn, and still less Winstanley, were advocating.
